Fill surprised the fans to negotiate the narrow downhill course in 1.36.86, just ahead of the American and 0.16 clear of Austria's Michael Walchhofer.
Fresh from his win in the classic Lauberhorn race on Saturday - his first downhill scalp on European snow - Miller set the best time with an early bib.
But Fill showed his class with a superb run to pip his rival by the narrowest of margins. Although Miller has yet to complete a World Cup slalom race this season, he will feel confident at setting that record straight later on Sunday.
Walchhofer recovered from crashing on Saturday and is lurking with intent ahead of the second leg slalom after a professional run, while Austrian compatriot Mario Scheiber lies in fourth at 0.36 seconds.
Sweden's Patrick Jaerbyn lies in fifth at 0.58 while Austrian veteran Hermann Maier is sixth at 0.70.
Norway's Aksel Lund Svindal, the current World Cup leader, could manage only the 24th best time of the downhill leg, 1.50 seconds off the pace set by Fill.
The slalom is set for 12:30 GMT.
