According to an article in The Times of London on Wednesday, leaked extracts have surfaced from the report of Dimitris Papangelopoulos, the Greek chief prosecutor, who has conducted a three-month investigation.
It is believed that the report will recommend proceeding with an action for "misrepresentation" and obstructing an anti-doping control, which is a criminal offence under Greek law.
As well as avoiding drug testers, Kenteris, the 200-metre champion in Sydney, and Thanou, the women's 100-metre silver medallist, according to the report, falsely claimed to have sped back to the Olympic village for testing.
It is believed Papangelopoulos' report says that did not happen.
The Greek prosecutor is now thinking of investigating whether the doctors who examined the duo should be charged with falsifying medical records.
Kenteris and Thanou have maintained their innocence since the Olympic Games in August.
