The 20-year-old has no fewer than six gold medals at European junior level, including four team titles and individual wins in 2011 and 2013 either side of a silver in Budapest.
She now moves up to Under-23 level where she is joined by Rhona Auckland, Maryse Haynes, Kate Holt, Rebecca Murray and Alice Wright.
Twelve months ago Britain topped the overall medal table in Belgrade with nine medals including four team golds and Gorecka's junior individual title.
Selectors have opted for a 36-strong GB and NI team this time around with Gemma Steel hoping to go one better than the silver she managed in the senior individual race last year, while also helping the team to defend their title.
Jessica Judd, a finalist in the European and Commonwealth 800m finals this summer, returns from the track in the women's Under-20 team.
While Andrew Butchart, Luke Caldwell, Adam Hickey, Tom Lancashire, Ross Millington and Tom Wade make up the senior men's team aiming to add to last year's bronze.
