Oliveira, who finished ahead of Pistorius in winning gold in the 200m at London 2012, says he would welcome the South African returning to competition as soon as possible.
Pistorius made history at London 2012 by winning two gold medals while competing in both the Olympics and the Paralympics, but suffered a bitter loss on the line to Oliveira.
The South African was jailed for five years in 2014 for killing girlfriend Reeva Steenkamp, although he could yet be let out this year.
The 28-year-old was banned from all competitions for five years by the International Paralympic Committee following the conviction, but Oliveira hopes to have him back on the circuit earlier.

"I wish he'd come back and we could run more times together," he told the BBC.
"I think it'd be a good competition to see the two of us together again - repeating the duel seen in London.
"It's difficult for him to return and it would depend on how he is feeling, shaping up and of course his age.
"But I believe he could return and it would be great."
The 22-year-old came under fire from Pistorius following his victory in the 200m in London, with his rival blasting the IPC for failing to act over the length of other athletes' blades.
