Oskars Melbardis, and his brakeman Janis Strenga, slid to second in Austria, 0.73s behind the German winners but 0.07s ahead of third place Benjamin Maier and Markus Sammer.
Friedrich, two of whom's three wins so far this season have come with Martin Grothkopp as brakeman, was back with Thorsten Margis to replicate the form that took them to victory in the opening race of the season in Whistler.
Holcomb, with brakeman Samuel McGuffie, could only manage a tenth place finish in Austria as Friedrich extended his lead over the American to 101 points in the World Cup standings.
Russia's Alexander Kasjanov, third in the standings just 49 points behind Holcomb, finished sixth in Austria less than a second behind the German winners.
The World Cup season concludes in Pyeongchang, next month, after the Koenigssee World Championships later in February. Sportsbeat 2017
