Fowler went all the way in the middleweight division in Glasgow three years ago but was knocked out at the first hurdle at Rio 2016.
The 26-year-old, a cousin of former Liverpool and England striker Robbie, will now compete in the paid ranks, where he will make his bow on the Kell Brook-Errol Spence undercard at Bramall Lane on May 27.
"I think I am going to shine as a pro and my style is great for it," Fowler said. "As long as I keep my head down and live the life, I don't see any reason why I won't become a world champion."
