Primarily a Twenty20 specialist, Azhar has enjoyed several seasons with Surrey already, and his performances in 2015 included taking nine wickets in the NatWest T20 Blast at an average of 26.22.
The all-rounder will now have the chance to not only play for the Kia Oval side again, but also oversee the likes of Aaron Finch, Kumar Sangakkara, and Dwayne Bravo in a coaching capacity.
"It's great to be coming back to Surrey CCC again this summer," Azhar, 40, said on the club's website.
"Having played all around the world, the atmosphere on a Friday night at the Kia Oval is something special and I can't wait to be back.
"To be given the opportunity to coach as well as play is something I'm very excited about."
Among his displays last year, Azhar helped Surrey to a dramatic T20 Blast win over Gloucestershire in July, as he smashed a six on the final ball of the match to seal victory by four wickets.
Surrey director of cricket Alec Stewart said: "We look forward to welcoming Azhar back this summer, both as a member of the playing squad and in his new part time coaching role.
"Being able to tap into his wealth of cricket knowledge and experience will be a big asset for the club."
