After a wait of nearly six hours, the teams finally began a reduced 14-over match and Derbyshire, having been put in, made 134 for seven. Wayne Madsen top-scored with 45 from 27 balls and Alex Hughes hit two boundaries as 13 runs came off the last over.
A weak-looking Somerset batting line-up never looked like challenging a revised target of 104 in 10 overs once openers Jim Allenby and Adam Hose fell in the first two overs and the collapse continued to 36 for six.
They were eventually bowled out for 74, Ben Cotton with three for 11 while Shiv Thakor, Hughes and Greg Cork picked up two wickets apiece.
Glamorgan were frustrated by the elements after having the best of limited play against Nottinghamshire at Welbeck Cricket Club.
Nottinghamshire were put in to bat and crashed to 23 for three as Ruaidhri Smith took two early wickets.
Brendan Taylor and Samit Patel rebuilt to 83 for three before rain set in and prevented any further play.
Yorkshire and Gloucestershire at least got through an innings in their Group A clash before the weather also had the final say at Scarborough.
Tim Bresnan top-scored with 43 in Yorkshire's total of 227, Craig Miles taking four for 29 and James Fuller three for 45.
Only two overs were possible in Gloucestershire's reply, with a Michael Klinger boundary the only scoring shot as they were halted on five without loss.
No play was possible in the day's other fixtures - Kent v Essex, Middlesex v Warwickshire and Sussex v Lancashire in Group B and Leicestershire v Surrey in Group A.
