With persistent rain falling at New Road, no play was possible in the morning with the umpires deciding to take an early lunch.
Amid slightly improving conditions, an inspection was set for 12.45pm, but with the rain returning, play was called off for the day at just before 2pm.
The ODI series was locked at 1-1 prior to the final match, with the players also set to contest the Kia Women's Test in August at Canterbury, followed by a three-match Twenty20 international series.
England Women had pulled off a four-wicket win in the first ODI at Taunton, where half-centuries from Lydia Greenway and Natalie Sciver saw them through the run chase.
However, Australia hit back at Bristol, as captain Meg Lanning led from the front with a fine century in a 63-run victory.
