Scotland bowled out their opponents in the 19th over to seal victory by 37 runs.
The win ensured Scotland are in 10th spot in the ICC T20 rankings ahead of the World Twenty20, which starts in India next month.
Richie Berrington (42) and Matt Machan (43) provided a late surge in Scotland's innings as they finished on 140 for five.
And Scotland got their attack off to the best possible start when Machan caught out Stephen Myburgh after Ali Evans had bowled the first ball of the innings.
Michael Leask clean-bowled Ben Cooper (32) to slow the Dutch comeback and Watt then stole the show with some impressive spin bowling, posting figures of five for 27.
Watt told the Cricket Scotland website: "I'm ecstatic about about the win today, and finishing this tour on a high.
"For me personally it was great to take career best figures which I'm hoping will give me a boost if I can get myself in the squad to India.
"The batters did a great job to give us a defendable total, with Berrington and Machan batting superbly. I thought we bowled really well in the power play, especially Ali Evans."
