Team Smith opened the scoring with a draw into the house for one point in the second end, but Jaap Van Dorp's rink restored parity in the third.
Scotland added two in the fourth end to open up their lead once more, and though the Netherlands pulled another point back, Smith hit out a Dutch stone in the final end to score two points and ensure his rink's progression.
"That's the first part of the plan come together, so now the real competition starts," said Smith.
"The teams that are still here are the ones we expected, so it doesn't matter who we play, it's just about how we perform."
Joining Scotland and the already-qualified Sweden and Switzerland in the semi-finals will be Norway, after a winner-takes-all fight for a place in the last four against Germany.
In the fourth end, Norway's skip Thomas Ulsrud hit out a German stone to score two and take a 4-2 lead, before going on to win 6-4 with a one in the final end.
Victory sees Norway also ensure their place at the Olympic Winter Games in PyeongChang next year.
"There was pressure on us to get to the Olympics, so I guess we've now qualified two ways – for the Olympics and for the semi-finals," said skip Ulsrud.
"We played a good team in Germany and we had a good game, a solid game. We were lucky enough to get the hammer and score two in the first end, so we pretty much had control from then."
The unbeaten Switzerland faced Sweden in their final match of the round-robin tournament, but it was the latter's Team Edin who took the win with an 8-2 triumph.
In the fifth end, Switzerland's Benoit Schwarz came up short with his final draw to give Sweden five points, though they did steal one point back in the sixth and final end.
Elsewhere in session 17 in St Gallen, Slovakia recorded their only win of the championships with a 9-5 defeat of Italy, while Russia consigned Austria to their eighth loss of the tournament with a 10-4 win.
