The 27-year-old Brown earned his first career victory on the Pro Tour, shooting right past both Schumacher and Zabel in the race's final stretch.
"I had a team mate, (Dutchman) Gerben Lowik with me and he guided me through to the right spot," Rabobank's Brown said.
"It's a very important win for me, because I don't have a contract for next year."
After another 203-km flat stage on Saturday there was a similar result to Friday's third stage, with a long break-away being reigned in near the finish line and a mass sprint inevitably breaking.
Again Zabel had to content himself with a podium finish one day after finishing second to 19-year-old Gerald Ciolek in a mass sprint and three days after finishing third in a similar fashion in the race's opening stage.
Heading into the mountains, where the Tour is certain to take on a new shape, Zabel leads Discovery's Gusev by seven seconds in the general classification.
Sunday's fifth stage is the first of two mountain stages with the HC Kuhtai Passhohe and the finish at the Cat. 1 Mosern.
