Rowsell, who won team pursuit silver last night, will be able to add bronze to her collection should she defeat Australia's Amy Cure in the evening session, but will have to relinquish her crown to either Rebecca Wiasak or Jennifer Valente.
Rowsell was joined in the individual pursuit by teammate Katie Archibald but she was unable to progress after narrowly missing out with a fifth-place finish. Elsewhere, Jon Dibben got his omnium charge off to a flying start after he took second place in the scratch race.
That earned the 21-year-old 31 points but he was unable to replicate his success in the individual pursuit and finished in 15th.
It leaves him in tenth place overall and on 50 points heading into the evening session – Gaviria Rendon leads the way on 74 points.
In the women's sprint Jess Varnish produced a stellar display to see off Olympic champion Anna Meares and book her spot in the quarter finals.
But the day wasn't quite as sweet for Vicky Williamson who was forced into the repechages and saw her competition come to an end as China's Shuang Guo took the win.
The competition continues on Friday evening where Rowsell races for bronze and Varnish looks to seal a chance to ride for a medal.
Kian Emadi and Callum Skinner meanwhile will go in the kilo while Mark Christian lines up in the points race and Jon Dibben continues his omnium quest.
