The 22-year-old only played three times for the Black Cats, scoring in an FA Cup victory over Carlisle on his debut in 2014, and has signed a three-year deal with Guy Luzon's Addicks.
He was on loan with French club Bastia last term but suffered a broken leg that has kept him out of action since October.
"It's very nice to be a Charlton player," Ba told the club's official website.
"I'm very happy to be here. It was a little bit difficult at Sunderland. I was young and didn't have a lot of time on the pitch, but now I am older and ready to fight at Charlton.
