Cameroon top the group with nine points from three games, ahead of Liberia and Equatorial Guinea who have three points each. Equatorial Guinea host bottom side Rwanda on Sunday.
Webo put the home side ahead after 12 minutes with a light touch on a cross from the left-hand side which Liberian keeper Louis Crayton fumbled.
The Osasuna striker then struck home from a free kick by Chelsea defender Geremi when the Liberian defence left him unmarked.
Francis Doe pulled one back for Liberia before the break. It was the first goal Cameroon have conceded in the tournament so far.
The second half was lacklustre with both sides making poor passes and squandering chances. Cameroon's interim coach Jules Nyongha pulled a disappointing Samuel Eto'o off after an hour.
Liberian defender George Gebro was shown a red card for a second offence, but Cameroon did not capitalise on their advantage until three minutes from time when Idrissou Mohamadou beat Crayton from close range after a skilful cross from Geremi.
