Robben wasn't included in Blind's initial squad but the management had made it clear that they were hopeful that the 32-year-old would be able to play some part in the two games.
However, speaking at a press conference on Thursday morning Blind said he had received a call from Robben and that the winger had told him he would not be joining up with the squad.
"I spoke to Arjen this morning. He's not coming - he's not fit and that is unfortunate,
"We will have to do without him. That is now clear, and we know where we stand. He does just not feel fit yet. We knew it would be difficult for him.

"We hoped that we could take advantage of that extra quality he brings. Unfortunately that is not the case."
Robben picked up the knock at the weekend during Bayern Munich's 1-1 draw with Cologne, but manager Carlo Ancelotti said after the game that he did not think it was going to be serious.
Though this particular injury may not be problematic, it comes shortly after a pre-season injury that saw the Dutchman sidelined for six weeks.
The Dutch drew their opening game of World Cup qualifying 1-1 away in Sweden.
