The central defender, 25, remains with Marc Wilmots' full international squad, who on Friday evening face Wales in the quarter-finals of Euro 2016.
Kabasele was born in the Democratic Republic of Congo when it was known as Zaire, and made 81 appearances for Genk after joining them in 2014. He becomes Watford's second summer signing following Thursday's confirmation of the arrival of Jerome Sinclair from Liverpool.
Kabasele, who will vie for selection under new manager Walter Mazzarri, has also played for fellow Belgian teams Eupen and Mechelen, and spent a year with Bulgaria's Ludogorets Razgrad.
Reports have also linked Watford with the signing of striker Isaac Success from Granada, and it is expected confirmation of his arrival will imminently follow after he wrote a farewell letter on the Primera Division club's official website.
"I want to say goodbye to the best hobby that you can have," the Nigerian said. "To my colleagues, all the workers in the club who have both supported me since I arrived in Granada, in addition to this city that has given me everything.
"Two years ago I came to this amazing city with a dream. I chased that dream since childhood and was playing in my town. From Benin City, it looked so far away to play in Europe, to be a star, one of the greats, but thanks to the Under-17 World Cup in 2013 I could begin to live it.
"I enjoyed myself so much in such a short space of time. I do not know how to describe in words the two years at this club that have made me grow and that have made me everything I am.
"(Former manager Jose Ramon) Sandoval and his technical team gave me enough confidence to be better every day.
"Heartfelt thanks to all who have been there, to all who have followed me. If you ever feel I have not given everything that was expected of me... my intention has always been to give my best every day.
"Now I begin another professional stage, which would not have been possible without my learning and development in Granada.
"I leave thanking you and saying this is not goodbye, it's a 'see you soon', because I hope that life brings me back towards this club that I owe so much."
