Ronaldo saw off competition from Barcelona’s Lionel Messi and PSG star Neymar to win the award for a second straight year.
The award caps another fine year for the 32-year-old, who helped his Real Madrid side to a Champions League and La Liga double.
"Thank you for voting for me,” said Ronaldo.
“I want to mention Leo (Messi) and Neymar.
I want to thank Real Madrid for their support all year. We are in England for the first time, and I win it for the second consecutive time. This is a great moment for me.
“Thank you to all my fans all over the world. I appreciate that. I'm so happy, thank you very much and have a good night."
Real Madrid's French coach Zinedine Zidane won the manager of the year trophy for his part in the club's success.
Five Real players were named in the best XI of the year, with Marcelo, Sergio Ramos, Luka Modric and Toni Kroos joining Ronaldo, while Messi, Neymar, Gianluigi Buffon (Juventus), Dani Alves (PSG), Leonardo Bonucci (AC Milan) and Andres Iniesta (Barcelona) were also selected.
Arsenal striker Olivier Giroud won the Puskas Award for the best goal of the year, which was the Frenchman's scorpion kick against Crystal Palace, and Buffon was declared best goalkeeper.
The Netherlands' Lieke Martens won the FIFA Best Women's Player Award, while the Dutch women's national team coach Sarina Weigman was voted best manager after the team's triumph at Euro 2017.
"Thank you very much everyone," said Martens.
I want to thank all my team-mates, without you I couldn't achieve this.
"Of course my family is a very big part of it. To dad and mom, this one is also for you. Thank you very much!"
