Cummins has signed a one-year contract and comes in after loan striker Brian Graham opted to join Ross County rather than stay at McDiarmid Park.
The 27-year-old was born in Reading but brought up in the Republic of Ireland and joined Preston from Cork City in 2012.
He netted seven goals in 36 games for Exeter last season.
Manager Tommy Wright told the club's official website: "I know quite a bit about him and he trained with us towards the end of the season and I want him on board.
"He scored a lot of goals for Cork City before a move to Preston North End but he didn't play as much as he would have liked there."
McFadden set up Chris Kane's goal in St Johnstone's 1-0 win over Aberdeen on Sunday, which secured fourth spot in the Scottish Premiership for the Perth side and a place in Europe if Inverness win the William Hill Scottish Cup.
But the 32-year-old former Scotland and Motherwell forward has struggled to get a starting place in recent weeks.
Right-back Miller has spent three seasons at McDiarmid Park.
Wright added: "Gary has been an important member of the squad for me and has played his part in the success we have had, but with Joe Shaughnessy and Brad McKay coming in I feel it's time to freshen things up at the back.
"Faddy came in at an important time of the campaign and his experience has been a huge help to us both on and off the park."
