Both sides needed own goals to get on the scoresheet before the break - but Burton boss Hasselbaink thought his side did enough in the second half to warrant a fifth successive victory.
The Dutchman said: "I don't think they were in the game second half.
"It was all about us in the and we were unlucky with our chances - we hit the post and had a goal disallowed for offside which was a good goal.
"But it's one of those things. Stevenage came here with a game plan and first half were very good, they really let us suffer and sometimes you have to suffer to appreciate the other bits and pieces.
"We deserved more out of the game than just a point with our performance in the second half.
"They scored out of an own goal and I have no idea who scored for us from a set piece.
"We had a few chances in the second half and looked like the team to score.
"But it wasn't meant to be. It is not bad, we move on and we're going to be ready for the next one."
Midfielder Tom Naylor found his own net to give the visitors the lead but Bira Dembele put through his goal to level matters.
The stalemate ended Burton's run of four successive wins and left them three points clear of Shrewsbury and Wycombe.
Stevenage boss Graham Westley praised his side for extending their run to one defeat in 10 games to keep alive their hopes of finishing in the top seven.
He said: "I thought we showed a lot of resilience, organisation and determination in the second half.
"There was a lot of commitment and a lot of leg work put in during the second half in the face of a fairly strong storm.
"The surface was difficult and both goals came as a result of set plays. I thought the draw was a fair result on the night."
Westley is now looking forward to a strong finish to the campaign in the hope of making the play-offs.
He said: "The players have done very well to be where we are. We could easily be a Carlisle or Tranmere facing a potential second drop.
"It's been a tough job but we've got the chance to push on.
"We show a lot of resilience and the boys have the chance to pick up points in the next seven games - hopefully to get us in the play-offs."
