Kayal, 26, has joined the Sky Bet Championship club on a two-and-a-half year deal after making 131 appearances for the Scottish champions.
A statement on the club's website read: " Kayal received a work permit from the Football Association yesterday and was granted a work visa by the Home Office today, allowing the club to complete the transfer this evening.
"The transfer documents have been lodged with the Football League and FA this evening, and the club are now awaiting international clearance from the FA."
The 26-year-old is hoping to kickstart his career in England having fallen down the pecking order under Celtic boss Ronny Deila.
Speaking ahead of confirmation of his move, Kayal said: "Celtic are amazing fans, committed to the team and they were incredibly supportive to me all through my time in Glasgow.
"Coming to a new country, that support was huge for me and I now have many great friends and good memories. I will be back to watch Celtic in the future - as the club will always be in my heart - and I wish everybody at the club the very best for the future.
"For now it is time to begin a new chapter in my career with Brighton & Hove Albion, and I am very much looking forward to playing for the supporters here in Brighton."
