Sporting director Klaus Allofs denied speculation that the Belgian's £54 million deal has been finalised, although De Bruyne has expressed a desire to move to England.
Sources in Germany had indicated an agreement between the two clubs over the 24-year-old had been reached.
The playmaker’s contract was said to be worth £15 million a year, with an announcement due imminently.
But in the latest twist in the transfer saga, Allofs, who has previously insisted the former Chelsea player will not be sold, despite the ongoing rumours, said no deal has been reached.
"There's no agreement with Manchester City," he told reporters. "Right now, Kevin is a Wolfsburg player.
"If they do not meet our expectations, Kevin will remain a Wolfsburg player for this season.
"We are negotiating and we know that Kevin wants to join Manchester City."
