The 26-year-old, who was a free agent following his release from Dundee, has been training with the Chairboys and featured in several pre-season friendlies, and impressed enough to earn a two-year deal at Adams Park.
Boss Gareth Ainsworth said: "Stephen's a very talented midfielder who's comfortable with the ball at his feet and he can make things happen.
"We were very keen to bring him here on trial to take a closer look at him and he's done more than enough to earn his contract.
"He's not quite 100 per cent match-fit at the moment but I'm confident that when we get him fully ready, he can be an excellent player in League Two."
Meanwhile, Joe Jacobsen and Sido Jombati have penned new three-year contracts with the club.
Left-back Jacobsen and right-back Jombati both impressed in their first season with the Chairboys and have been rewarded with deals until the summer of 2018.
Ainsworth added: "JJ and Sido are important members of the team and they fit perfectly into the long-term plans we are working hard to put in place here.
"As experienced members of the squad, they'll be able to help develop the younger lads and we know they will provide a consistently high standard of performance week in, week out, in what I consider to be one of the best back fives in the division."
