An early goal from Martin Canning against his old club was enough to ensure victory for battling Accies who managed to hold out against misfiring County.
Neil said: "A week or so ago, people were saying we were on a bad run - but that's us three wins out of four games.
"So it's really pleasing, especially coming away from home where most of our troubles have lain recently.
"We've been to some hard places - Inverness, Aberdeen, Dundee."
Neil was not too concerned about the manner of the victory, adding: "I didn't think today's was a terrific game of football, more of a roll your sleeves up kind of day. The fact we got the first goal was crucial.
"We managed to dig in and I think, over the piece, with the amount of chances we created we deserved the three points."
Neil was also happy about the contribution of his young players.
He said: "We were missing some first-team players today as well so it was pleasing for the young lads who have stepped in."
County boss Jim McIntyre felt his side failed to turn up for the first half.
He said: "The first-half performance was unacceptable, it was probably the worst since I came to the club. It was really frustrating considering we managed to get ourselves off the foot of the table last weekend.
"The second half was a different story. We created chances but failed to take them. The boys showed a good reaction but we need to give ourselves a chance by starting better.
"We are creating chances in front of goal lack of composure and quality hasn't been there to put them away. We have shown it in the past but we are not doing it enough on a regular basis."
