A statement from the Swans with around an hour to go before Monday's 11pm transfer deadline confirmed the Holland midfielder as the Welsh club's second senior signing of the winter window, following on from the capture of striker Alberto Paloschi last week.
Fer, 26, has 11 international caps to his name and played at the 2014 World Cup.
He started his club career in his homeland with Feyenoord, then joined FC Twente, from whom Norwich signed him in the summer of 2013. A year later he switched to QPR.
In both cases with the English clubs, he suffered relegation from the Premier League at the end of the campaign.
He now joins Swansea's battle to avoid the same fate, having so far this term scored twice in 19 Sky Bet Championship appearances for the west London side.
