The 19-year-old, who was recently called into the French senior squad by Didier Deschamps, played for Monaco in their 3-0 home defeat to Paris Saint-Germain on Sunday night.
But the French club have accepted an offer of £36m for the forward, with reports suggesting that the total price including add-ons could be as much as £58.3m.
That would make Martial the second most expensive player in Premier League history, behind Angel Di Maria who cost £59.7m when United signed him from Real Madrid one year ago.
Either way, Martial will become the most expensive teenager in the history of football.
And now the French Football Federation have confirmed they have given the player permission to break off from their training camp and travel to England to complete his move to United.
A statement read: "Anthony Martial arrived on Monday at 11:00 at the gathering of the France team at Clairefontaine. He requested from Didier Deschamps permission to travel to England to sign a contract with Manchester United.
"Given the exceptional circumstances, the coach has agreed to the request of the player. Anthony Martial left Clairefontaine on Monday at 12:00. He will return on Tuesday morning."

Former Manchester United star Gary Neville said only on Sunday, following the defeat to Swansea, that United desperately needed a new striker with Javier Hernandez believed to be close to a move to Bayer Leverkusen to leave Wayne Rooney as the club’s only senior centre-forward.
Reports in the morning papers revealed Martial to be United’s big target ahead of the close of the transfer window at 6pm on Tuesday and the player who has scored 11 goals in 49 games for Monaco is now believed to be close to moving to Old Trafford.
