The Belgium Under-21 international came through the academy ranks at Lille in France before moving to Brugge in 2013.
Oulare has scored nine goals in 39 appearances for the Belgian side.
Midfielder Miguel Layun earlier joined Porto on a season-long loan from Vicarage Road.
The Mexico international joined the Hornets in January, helping them to promotion to the top flight, but now could be in Champions League action with Porto.
Watford said on their official website: "Watford midfielder Miguel Layun will spend the rest of the 2015/16 campaign on loan to FC Porto."
Layun played 17 times Watford after completing a permanent switch from Grenada on a four-and-a-half-year deal in January 2015.
He has played four times for the Hornets this term and scored his only goal at Everton on the opening day of the season.

UPDATE 17:30 BST - IBARBO SIGNS

Watford later confirmed the loan of Colombian international Ibarbo.
The versatile forward, who can play anywhere across the front-line, further strengthens the Hornets' attacking ranks for the 2015/16 Premier League campaign.
Ibarbo, 25, has spent the last seven months with Italian Serie A runners-up Roma, where he featured most prominently on the wing after moving on loan from Cagliari.
The 6ft 2in attacker, whose attributes include both power and pace, played 121 times for Cagliari following his arrival at the Sardinian club in 2011, scoring 15 goals.
He had first come to prominence with Colombian outfit Atletico Nacional, for whom he featured in 97 games.
Ibarbo has 15 international caps, and featured three times during Colombia's run to the quarter-finals of the 2014 World Cup in Brazil.

AN OLD FACE RETURNS

The Hornets also brought Algeria international Adlene Guedioura back to the club from Crystal Palace on a three-year deal.
The 29-year-old had two loan spells at Vicarage Road last season and returns on a permanent basis.
Watford said on their official website: "Watford FC are delighted to announce that Adlene Guedioura has completed a permanent return to Vicarage Road from Crystal Palace.
"The midfielder has signed a three-year contract and adds further quality and depth to Quique Sanchez Flores' Premier League squad."
Guedioura made 17 appearances and scored three goals in Watford's promotion-winning campaign last term.
Oulare came through the academy ranks at Lille in France before moving to Brugge in 2013, where he scored nine goals in 39 appearances.
Midfielder Miguel Layun earlier joined Porto on a season-long loan from Vicarage Road.
The Mexico international joined the Hornets in January, helping them to promotion to the top flight, but now could be in Champions League action with Porto.
