Robson-Kanu was one of the breakout stars of Euro 2016, scoring two goals as Wales reached the semi-finals.
The striker had decided to leave Reading at the end of last season and carefully considered his options before signing for Tony Pulis at The Hawthorns.
He has signed a two-year deal with the option for another year.
Robson-Kanu told the club’s official website:
It was an important decision for me and my family and we took our time. But it’s a fantastic club and manager and I’m really happy to be here. I’m particularly pleased to be back in the Premier League. I am grateful for everything that Reading have done for me and I enjoyed my time there. But it’s great to take this step.
“Everybody enjoyed watching Hal’s contribution to the Welsh performances at the Euros and we’re pleased to have him on board,” said Pulis.
Meanwhile, striker Rickie Lambert left West Brom on deadline day to sign for Cardiff City.
