Mendy played under Leicester manager Claudio Ranieri when he was Monaco coach, helping the club win promotion to Ligue 1 by winning Ligue 2 three years ago.
“I am very happy to come to Leicester City," said 24-year-old Mendy.
"The team have just enjoyed a great season and it’s excellent to be here.
"For me I want to play at this level. I like the Premier League and I follow every match. It’s fast and physical and I want to impose myself on the league.
Mendy has made 110 appearances for Nice since 2013, and was pivotal to their fourth-place finish in Ligue 1 turning out in every match.
"I know the coach, I know his mentality and I know his philosophy," said Mendy, a French under-21 player with five caps for the youth side.
"When he speaks it's direct and clear and for me I like this."
Leicester have already signed goalkeeper Ron-Robert Zieler and defender Luis Hernandez as they prepare for the defence of their title.
