There is better news for Rooney's England team-mate Daniel Sturridge, who has been handed a start by home manager Jurgen Klopp, whose team need a three-goal win to go above Manchester City at the top of the Premier League standings on goal difference.
United coach Jose Mourinho prefers Marouane Fellaini and Ashley Young to Rooney with Juan Mata and Jesse Lingard dropping out from the 1-1 Premier League draw against Stoke a fortnight ago.

The England captain Rooney could be used as an impact substitute, but it is little surprise that there is no room for him against United's biggest rivals.
Rooney was also dropped to the bench for the national side's 0-0 draw with Slovenia in their 2018 World Cup qualifier last Tuesday.
United are also without Anthony Martial due to a knee problem, but Luke Shaw returns to join Rooney on the bench.
Emre Can is brought into the midfielder area for the home team with Adam Lallana starting on the bench.
Georginio Wijnaldum misses out due to injury with Marko Grujic brought in as a substitute.
