The 17-year-old was awarded the Golden Ball as England won the Under-17 World Cup last month and has previously been described by the Spanish manager as a 'gift'.
He has yet to feature in the Premier League this season, though, and his first-team opportunities look limited, with City 's abundance of stars in midfield and forward positions.
Yet Guaridola was adamant that he will not be allowed to leave the club any time soon, saying Foden is very much in his plans.
"Foden was the best player at the Under 17 World Cup," he said. "He is involved with us, training with us.
He won't move this season, [there will be] no loan in January because we feel we need him and he is going to play. We feel he has the skills needed and hopefully he can help us.
There was also good news for Sergio Aguero, who fainted during Argentina's match 4-2 friendly defeat by Nigeria in Russia on Tuesday.
"I'm set to go for Saturday's match," Aguero tweeted. "The tests they run on me turn out well".
The striker was cleared by doctors to fly back to Manchester after "suffering a dizzy spell" during the match in Krasnodar. Guardiola confirmed that he "never lost consciousness".
