The 20-year-old, who has been playing with Frickley this season, is reunited with Millers boss Neil Redfearn, who he worked with at Leeds, after a successful trial with the Championship club.
Lenighan was one of several promising players to come through the ranks at Elland Road under Redfearn, along with the likes of Lewis Cook, Alex Mowatt and Charlie Taylor, but he never made the first team.
He then lost his way and was charged with rape in 2014, though was cleared at Doncaster Crown Court earlier this year before ending last season at Alfreton.
"Simon was one of the group that got first-team exposure when I was at Leeds," Redfearn said.
"He was in the group of Charlie Taylor, Alex Mowatt, Lewis Cook. He was captain of the 18s and 21s and he lost his way for whatever reason and found himself out of it.
"But before I got the Rotherham job, I knew Simon was out there and knew full well that if I got another chance in football he was someone that I would look at because potentially he is as good as the lads that are there and doing well at Leeds."
