The Montenegro striker has failed to establish himself at Manchester City and will try to revive his career in Italy.
It's believed that the deal will be an initial season-long loan move, costing €3m (£2.1m) for the year, but Inter are obligated to making the it a permanent transfer next summer, when they will pay City an extra €12m (£8.5m).
There is also a potential additional payment of €3m if Inter make it into the Champions League.
Jovetic, now 25, rose to prominence during a five-year spell with Serie A side Fiorentina between 2008 and 2013. He struggled with injuries during his time in Manchester, scoring 11 goals in just 39 appearances in his two seasons at the Etihad.
The former Partizan Belgrade man has played 36 times for Montenegro, scoring 14 goals in the process.
THE VIEW IN MILAN
Stevan Jovetic could be a great deal for Inter. He is perfect to play in a 4-2-3-1 or in a 4-3-3 formation and he can deliver assists and goals. In Serie A, he can be mentioned as one of the best players. The only problem is if he is fit or not. There is a reason Manchester City paid €30m for him two years ago but are now ready to sell him for €15m.

THE VIEW IN MANCHESTER
Manchester City are moving away from the often-criticised 4-4-2 formation that they have played in recent years and, with the addition of Raheem Sterling and potentially Kevin De Bruyne, are likely to play with five in midfield.
Stevan Jovetic doesn't really fit into that plan and after two disappointing seasons, the best thing for him is to go back to Italy, where he has had plenty of success in the past, to rebuild his career.
