Hart's agent told Tuttosport that the deal is "done" and that "City have given the green light".
Torino will reportedly pay just over a third of the goalkeeper's wages - specifically, £50,000 of his £140,000-a-week - according to the Telegraph.
"Hart, 29, was also a target for Sunderland but it is understood he had no interest in joining a club likely to be battling relegation," the Telegraph adds.
Earlier, the BBC had reported that England had permitted to leave the national squad to undergo a medical on Tuesday, after which the transfer will be finalised.
La Gazzetta dello Sport reported on Monday afternoon that negotiations to take Hart to Torino “really are close”.
And on Monday evening, The Guardian reported that Hart had confirmed to City that he intends to join the Italian club.
Gianluca Petrachi, Torino’s sporting director, is quoted by the paper as saying: “The goalkeeper is an idea we wanted to follow. If it’s Hart then good, otherwise we will certainly be doing something on the market for that role.”
The Guardian further reported:
Joe Hart has informed Manchester City he wants to join Torino on a season-long loan. The clubs were on Monday discussing the deal and it is understood the goalkeeper is confident it will go through before the transfer window closes on Wednesday.
Hart's wages are under discussions as City are happy to cover some of the £135,000 per week, according to the Guardian, but not all of it.

Manchester City's Joe Hart warms up with Willy Caballero before the match

New manager Pep Guardiola dropped Hart for Willy Caballero at the start of the season, citing a need for a goalkeeper with the ability to pass the ball.
And that looks likely to effectively end Hart's City career, 10 years after he joined the club from Shrewsbury for a fee of £600,000.
