Fenerbahce, who are managed by Dick Advocaat, have the option to buy the Netherlands international at the end of the season.
The move comes after Lens claimed the Black Cats were desperate to offload the 28-year-old winger.
"Sunderland would just love to get rid of me," Lens told Fox Sport.
"It’s a nice transfer. Fenerbahce is a great club and a great challenge."
Lens did not start a game under David Moyes at Sunderland, and he is looking forward to working under Advocaat, having played under him at PSV Eindhoven.

"I have a good relationship with Dick, but he also knows my qualities. It is not that he is doing me a favour," added Lens.
"This is perhaps for the purpose of [playing for] Holland also again a good step. I go to Fenerbahce if the chance is to get more playing time."
