De Bruyne's £54 million move to Manchester City is imminent and Wolfsburg are close to filling the void with Draxler.
Schalke 04 looked set to lose Draxler to Italian giants Juventus, but, according to Sky Sport Italia, the German club called off the €26m plus €6m bonuses deal.
Wolfsburg were prepared to beat the offer made by Juve although Schalke are not keen on strengthening a Bundesliga rival.
Wolfsburg are in need of a big signing after losing De Bruyne to Man City and Ivan Perisic to Inter.

German newspaper Bild reports today that Draxler went into the dressing room after Schalke's 3-0 defeat to Wolfsburg on Saturday and asked his team-mates if he "looked good in a Wolfsburg shirt."
Wolfsburg have snared Bayern Munich defender Dante, with the German champions confirming a deal has been struck for the centre-back.
The 31-year-old joined Bayern from Borussia Moenchengladbach in 2012, winning the treble in his first season at the club.
As for Draxler, a definitive decision is expected to be made by his current club in the coming hours, but Juve are already looking elsewhere.
They have a deal in place with Olympique Marseille for Mario Lemina, on loan with an option to buy and are sending Paolo De Ceglie and Mauricio Isla to France for one season.
If Draxler is indeed off limits, then it’ll be full steam ahead for Zenit midfielder Axel Witsel.
The Belgian midfielder had tied up a move to AC Milan, but if Juve come in then they are thought to have the upper hand.
