Ibrahimovic, who re-joined United on a new one-year deal last month, has been sidelined since April with a knee injury picked up in a Europa League clash against Anderlecht.
He was expected to be out of action until the New Year, something Jose Mourinho all but confirmed last month but has been included in United's 25-man squad.
"He will not be ready for the group phase of the Champions League, I don't think there is any chance of that," said Mourinho.
Chelsea have excluded Costa, who has been AWOL since the start of the summer, from their squad meaning if he was to get his wish and re-join Atletico Madrid in January he would not be cup-tied.
Philippe Coutinho is included in Liverpool's squad but defender Nathaniel Clyne misses out, while Tottenham did not include Erik Lamela or Vincent Janssen for the group stage which kicks off on September 12.
