Clear, who was race engineer for Jacques Villeneuve when he won the F1 world championship for Williams in 1997, will move to Maranello as a direct replacement for Fry, who left the team last week.
The move is the latest development in a major restructure at the Scuderia under new team principal Maurizio Arrivabene, who has been charged with the task of returning Ferrari to winning ways after its first winless season in F1 since 1993.
Analysis: Why the axe keeps falling at Ferrari
Arrivabene took over the team principal role from Marco Mattiacci after the final race of 2014 in Abu Dhabi.
Fry, chief designer Nicolas Tombazis and tyre analyst Hirohide Hamashima have all since left the team.
Arrivabene confirmed at a press conference today that Ferrari is "working with Mercedes" in order to secure Clear's services as soon as possible.
