The Campos Racing driver picked up reversed-grid pole position thanks to penalties for Arthur Pic and Oliver Rowland on Saturday and made good on his advantage.
This meant that he salvaged a decent haul of points from the weekend despite his qualifying being stymied by a sensor problem.
Haryanto held the lead from the lights and immediately established a small cushion over fast-starting Trident driver Raffaele Marciello.
He was never seriously threatened as he, the Italian and third-placed Pierre Gasly circulated in the podium positions throughout.
Alexander Rossi finished fourth despite being hit with a five-second penalty for putting all four wheels off the track at the exit of Copse as he passed Alex Lynn.
Thanks to a fierce battle that raged behind him for fifth, he was far enough up the road to keep hold of the position once the penalty had been applied.
Nick Yelloly, who made a slow getaway from the front to run sixth on the opening lap, took an impressive fifth place after passing Saturday-race winner Sirotkin and Lynn in the closing stages.
Lynn hung onto sixth ahead of Rowland, who dispatched Sirotkin late on to secure his first GP2 points on his debut weekend.
Championship leader Stoffel Vandoorne was only ninth after running eighth in the middle stages of the race.
Behind him, Jordan King charged through to 10th place from 22nd on the grid after being booted out of sixth place at the final corner of Saturday's race by Arthur Pic.
