Haryanto will be starting his third season of GP2, having driven with Carlin and Addax in the preceding two years.
The 20-year-old Indonesian took his maiden podium finish in the sprint race at Silverstone last summer.
"After such a successful post season test with the team in Abu Dhabi and the possible Formula 1 opportunities, this was the obvious choice for me," said Haryanto, who has already had F1 tests with Marussia as rewards for his performances in its GP3 team in 2010-11.
"The team atmosphere immediately filled me with confidence and I am sure that this new chapter, with a new team is going to bring success."
Rossi is a long-time Caterham protege who will again combine a GP2 programme with F1 test and reserve duties.
Although his GP2 experience dates back to the 2009 Asia series, this will be his first full season in the category.
Last year he was called up to replace original Caterham driver Ma Qing Hua from round three, but went on to finish ninth in the championship, winning the Saturday race in Abu Dhabi.
"My 2013 programme had some changes which meant I missed the pre-season tests and a couple of the early GP2 races, however, throughout the season the team and I made some big progress and by Abu Dhabi we were definitely one of the cars to beat," said the 22-year-old American.
"This continued in the post-season tests and I'm quite confident about the pace in 2014."
