They were maiden titles for each gymnast, with Fraser winning in just his first year as a senior at Liverpool's Echo Arena.
The 2015 European Youth Olympic Festival all-around champion scored a total of 82.100 across the six pieces of apparatus, with James Hall and Dominick Cunningham sharing the silver medal.
London 2012 team bronze medallist Sam Oldham, who missed out on qualification for Rio 2016, finished fourth after suffering a number of falls in his six routines.
But it was Fraser who shone brightest, with the teenager unable to comprehend what he had just achieved.
"I'm speechless. It's unbelievable. It's not something I came in to this competition expecting," said the City of Birmingham Gymnastics Club member.
"I just wanted to try my new elements and see how they were on the stage and see how I could perform them.
"I started on rings and tried a new strength element. I was quite nervous for that but rings went well. I had a little mistake on parallel bars but I managed to compose myself for the high bar routine.
"Floor went well, and then pommel, I was nervous because I knew what I could do if it all went to plan. I was nervous, but I managed to say on, so I'm so happy."
Rio Olympian Downie picked up her first national all-around title with a score of 55.350 from her four routines.
Showing off a new double twisting back somersault in her floor routine, Downie finished comfortably ahead of the rest of the field, with Alice Kinsella and Maisie Methuen sharing the silver medal and Georgia Mae Fenton taking fourth.
And despite a fall on the bars, Downie was still pleased with her performance in front of the Echo Arena crowd.
"I've worked so hard for this," she said. "To get back to full fitness hasn't been easy but it just shows the hard work has paid off. I was really pleased with my floor.
"It's been a bit up and down in training this week but to get it out there and perform it; I really got in to it, and I think the crowd did as well." Sportsbeat 2017
