The French capital club started sluggishly at the Halle Georges Carpentier only for some inspired goalkeeping by Thierry Omeyer and a blitz at the other end late in the first half to see the hosts home.
After two games of this season's competition, PSG sit all alone atop Group A with maximum points, having also registered a victory against Metalurg Skopje in their opener a week previously.
It was no easy win over Zagreb though after the Croatian side stormed out of the blocks and took an early lead, Luka Stepancic in particular showcasing his talent and giving credence to his reputation as one of the faces of the future of Croatian handball.
Stepancic was in terrific goalscoring form as he led his side into an 8-6 lead to give the visitors hope of an upset in Paris.
But PSG soon snapped out of their malaise and a blistering run in the lead-up to half-time saw Philippe Gardent's side turn the tables and head into the dressing rooms 11-9 ahead.
Stepancic did his best after the restart to keep his team in the running but despite closing the scores to 12-11, after that the Parisians ran away with it.
Danish left-back Mikkel Hansen was the game's top scorer with eight goals, all but one of them coming from seven-metre penalty shots while Omeyer impressed in between the sticks at the other end.
In other matches during week two of Champions League action, Kolding Kobenhavn posted a comfortable 33-24 win over Besiktas in front of a record crowd of 6,000 in Istanbul while Barcelona also won their second successive match, 30-25 against Orlen Wisla Plock, to join the Danes on four points at the top of Group B.
HC Vardar and MKB-MVM Veszprém were also victorious and remain unbeaten in Group C while in Group D Aalborg scored in the last second to salvage a point in a 23-23 thriller against KadettenSchaffhausen.
Unbeaten KS Vive Tauron Kielce lead the group after their 33-28 win at Kadetten Schaffhausen.
