Barney, who steps up from his role as head of talent development, has played a key role in the evolution of the sport's talent pathway in the UK, and will oversee both the men's and women's teams.
A former sailing athlete before moving into coaching, Barney joined the England and Wales Cricket Board as their talent identification scientist before switching to hockey in 2013.
He takes over his new role from Danny Kerry, who guided the women's team to the Olympic title in Rio and will continue as head coach.
And with the EuroHockey Championships in Amsterdam rapidly approaching next year, plus the World Cups in 2018, Barney's appointment comes at a pivotal time for the sport.
"I am delighted to be appointed as Performance Director and am very much looking forward to building on the good work that has already taken place over a number of years," he said.
"Our sport is in an amazing place after the women's team's success in Rio, and we are now presented with a great opportunity.
"We now need to be clinical in converting recent success into long term, systemic and consistent medal winning performance.
"I will be striving over the coming cycles to achieve this and I'm thoroughly looking forward to getting started."
CEO of England Hockey, Sally Munday, added: "Ed's track record speaks for itself, he was the outstanding candidate and the unanimous choice of the selection panel.
"I am confident his experience, coupled with his drive and focus, will enable us to achieve our ambition of being consistently ranked in the top three sides in the world for both women and men."
