Chiarelli will report to chief executive officer Bob Nicholson and be responsible for all aspects of hockey operations.
Nicholson, named CEO on Monday, and Chiarelli know each other from Nicholson's time with Hockey Canada. Chiarelli was part of the group of NHL general managers who helped assemble Canada's gold medal-winning team at the 2014 Sochi Olympics.

The Nashville Predators said star defenseman Shea Weber will not play in the rest of the playoff series against the Chicago Blackhawks.
Weber sat out Nashville's 5-2 win in Game 5 on Thursday, the third straight game he has missed with a lower-body injury.
The team said Weber does not have an ACL injury, contrary to at least one report, but he will not play Saturday in Game 6 in Chicago.
The Predators need to win that game to force a Game 7, for which Weber also would not be available, according to the team.

Goalkeepers Devan Dubnyk of the Minnesota Wild, Carey Price of the Montreal Canadiens and Pekka Rinne of the Nashville Predators were named finalists for the Vezina Trophy on Friday.
The award, which goes to the best goalie in the league, was voted on by the general managers of the 30 NHL teams at the end of the regular season. The results will be revealed on June 24 during the NHL Awards ceremony in Las Vegas.
Dubnyk made 38 consecutive starts to set a franchise mark and posted a 27-9-2 record with a 1.78 goals-against average, a .936 save percentage and five shutouts.
Price posted the most wins in the league and in franchise history, with 44. The first-time Vezina finalist also led the NHL in goals-against average (1.96) and save percentage (.933) and tied for second in shutouts with a career-high nine.
Rinne was 41-17-6, tying for second in wins and ranking third in goals-against average.

NHL commissioner Gary Bettman is not saying whether or not NHL expansion will happen. But if it does, he has a price in mind.
The right price would be around $500 million, Bettman said Friday at an Associated Press Sports Editors meeting.
That would be a sizable increase from the last NHL expansion in the late 1990s, when the Nashville Predators, Columbus Blue Jackets and Minnesota Wild were added.
Bettman said the NHL Board of Governors would set the fee and discuss expansion at the appropriate time. No meetings are scheduled on the subject.
