The win is Mazder's second in succession and he was in front from the off with a first-run time of 45.479 putting him in pole position.
A second-run time of 45.481 was enough for a narrow win with Kindl 0.096 back while Loch was 0.127 behind.
It's been a hard start to the season for Loch who is without a World Cup win in four consecutive attempts while Mazder is riding high.
"This is so exciting," said the American. "Two wins in a row and in front of my home crowd. The pressure was enormous and the first corner was so difficult for everyone."
