World number 30 Davis reached his second ranking quarter-final of the season after Liang blew an obvious chance to seal a 4-2 success in the fifth frame of a classy encounter.
Liang moved 2-1 clear courtesy of breaks of 81 and 103 in Bucharest with Davis piecing together a run of 82 in the second frame.
The pair split the next two frames with Liang missing an obvious chance to seal the victory when he missed a brown to a baulk bag after suffering a kick on the object ball late in the frame.
Hastings cueman Davis pinched the sixth frame before making 107 in the deciding frame to complete a fine win.
"The balls were perfect for me in the last frame although every shot still felt like hard work,” said Davis.

Mark Davis ends Liang Wenbo hopes with super century

“I’m pleased to win because it looked like being another game I would chuck away, as I have so many time over the last 12 or 18 months. Liang was very unlucky to get a massive kick in the sixth frame.
“I’m looking forward to playing Ronnie tomorrow, he’s the best player ever. I will enjoy it and if I play well I can win, I’ve beaten him before. But if I miss easy balls I’ll be going home.”
Anthony McGill won his all-Scottish duel with Scott Donaldson 4-3 to reach a fourth quarter-final of the season.
He faces 2010 world champion Neil Robertson on Friday night.
Judd Trump will meet John Higgins in the quarter-finals after easing past Andrew Higginson with a 4-0 win in under an hour.
Mark Selby made short work of his game against Barry Hawkins and he will now face Alfie Burden in the next round following a 4-0 victory for the current world number one.
