Carter will face Anthony Hamilton in the final on Sunday after the world number 66 completed a shock 6-4 win over 2015 world champion Stuart Bingham.
45-year-old Hamilton will be appearing in his first ranking final since 2002 when he lost 9-8 to Mark Williams at the China Open. He has yet to win a ranking event.
Hamilton sealed his place in the final with a fine run of 77 in the 10th frame.
Carter will start as favourite to become the first man to win two German Masters titles in the country's capital.

“It was a workmanlike performance today, though taking the positives I made some good clearances," said Carter. “I wanted to perform because it was a big crowd, but sometimes the frames go a bit scrappy. It would mean everything to win this because it’s a great venue and one of my favourite events.”
Carter lost the first frame to world number 19 Gould, but contributed runs of 83, 61 and 71 to move 3-1 clear of his fellow Englishman at the mid-session interval.
Gould won the fifth frame, but it was to be the last he would win of the match as Carter moved 4-2 and 5-2 ahead, pinching the seventh frame despite Gould opening with a fine break of 55.

Berlin has been good to Carter, who won the third ranking title of his career in Berlin four years ago with a 9-6 victory over Marco Fu. He will be appearing in his eighth ranking event final on Sunday including two World Championship final defeats to Ronnie O'Sullivan.
“I came here to defend my title and I gave it the best that I could," said Pinner resident Gould. "Most people wouldn’t have given me a chance of defending it so I was under the radar.”
