Hawkins won the three-day quick-fire event by beating former world champion Graeme Dott 61-23 in the final.
The tournament was a series of one-frame knockout matches that could last no longer than 10 minutes.
A break of 51 set Hawkins up for the victory in the final and helped him earn a cheque for £32,000 – the biggest pay-day of his career.
Hawkins beat Dave Harold in the semi-finals, Mark Davis in the quarters, Stephen Maguire in the last 16, Fergal O'Brien in round 2 and Ding Junhui in his opener.
"It's a brilliant feeling, definitely the best moment of my career so far," said Hawkins, whose only previous professional title came at the Masters qualifying tournament in 2007.
"I've played in big matches at the Crucible, but to win a tournament live on television is amazing. It's a shame there were no ranking points but I'm still delighted.
"The money is amazing, especially as I'm getting married in June (to Tara) in Dartford. This will pay for the whole thing and we'll be able to have a great day."
There were two century breaks in the tournament – a 135 from Martin Gould and a 121 from Stephen Lee.
Nigel Bond won the inaugural Snooker Shoot-Out in 2011.
