Johal reclaimed the place he lost for last season by edging out his Liverpool opponent.
The Yorkshireman whitewashed Jonathon Bagley 5-0, which included breaks of 112 and 91, in the first round of the competition between the 16 leading players on the EASB's English ranking list.
He then beat Adam Duffy 5-1 before pipping Anthony Parsons 5-4 in the semi-finals at the Northern Snooker Centre in Leeds.
Stephen Craigie, dominant during the English season, fell at the first hurdle 5-1 to James McGouran.
Williams defeated McGouran in the semis after triumphing over Rob James and Dan Ward in the earlier rounds.
