The world number seven, fresh from finishing as the runner-up at the ATP World Tour finals in London, clinched a convincing victory in two hours and 44 minutes.
Tsonga, who was off colour for most of the match, at least managed to take the opening set into a tie-break, before losing it 7-5.
Goffin powered home thereafter, conceding just five games as he sealed victory to take the final in Lille into a fifth and deciding rubber.
The stage has now been set for France's Lucas Pouille and Belgium's Steve Darcis, both of whom lost their opening matches on day one.
